The ideal DIY Fashion project for summer has clean lines, easy to wear and is 
fashionable. The projects on Wobis Sobi blog by Anne meet my ideal. The link (under the left photo) “No Sew T-Shirt Vest” takes you to her site and provides written and video instructions on how to make the project. She describes it as a vest, but I think it would also work well as a beach cover-up. The instructions for the photo on the right for the white t-shirt vest is also available on her blog.
